P1-Identity is the institutional identity layer of the Intelligence OS. Cultural DNA, decision logic, and operational doctrine are codified into a reasoning foundation. Every system built by Principia One is governed by the identity of the institution it serves. The result is a frame that is always the current one: objectives, constraints, and evaluation criteria declared, not inferred from the last chart.

Frame, not profile.
Most identity systems store who a person is. Identity stores what an institution will accept as true. Objectives, constraints, and criteria of correctness are declared here. A score, a forecast, or a routing decision is only valid inside the frame that produced it.
An institution is not one access-control problem. It is a field of decisions that must remain lawful under the same doctrine. Identity is built around that structure. Where a directory ends, Identity begins.

Constraints
What must not happen is as binding as what should. Governance is not a policy PDF. It is the set of refusals the rest of the stack cannot talk past.

Criteria of correctness
A decision is correct only against the criteria Identity published for that cycle. 314 scores inside this frame. Chaos, Tempo, and Maritimo inherit it.

Identity as an Intelligence OS application
Identity is the I in Intelligence OS = (F, R, G, I, O). Fields, Relations, and Governance only remain meaningful if the frame they run under can refuse an unlawful change. 314, Knowledge, Cloud, Tempo, Terra, and Maritimo consume an identity that was declared here and published under the same governance. Decisions are traceable to the frame, the cycle, and the criteria that admitted them.

Constructive Rule
Change logic — how the system evolves
A change to any Intelligence OS system is valid only if it satisfies three conditions simultaneously. The system evolves lawfully, or it does not evolve.

Preserves Relations. Declared contracts between reasoning components remain intact.
Condition 02
Satisfies Governance. Identity is maintained. Correctness is not compromised.
Condition 03
Maintains Operability. No modification may produce an inoperable state.
The system evolves lawfully. All change is traceable. No uncontrolled mutation.
In Practice
Intelligence without boundaries cannot serve institutions. Sovereignty is the precondition for adoption. Operable systems make intelligence sovereign.
